Sip Phones redial problem

Hello, we have CUCM 9.1, SIP & SCCP phones.

When we dial from SIP phone to external number that didn’t answer, we can't redial it.

It's only redialing to the previous number on the placed calls (if it's internal or answered external number).

Redialing to external unanswered number only works on our SCCP phone.

What could be the problem?

when you make a redial what you can see on call history voice brief?

What is causal of termination call ?

On the call history i can see the call I've made.
But when i press redial it's skips this call and dialing to the last succeeded external call or to internal number.

The termination is usually manually and it's because the call was unanswered.

OP has CM, not CME.That command do not exisits on CM.
