I have a "chatch 22".
Scenario:
CUCM 12.0 and UCCX 11.6
Incoming calls don't hear MOH, for the UCCX queue time, unless I enable "Media Termination Point Required".
When I enable the use of MTP, all outgoing calls fail with busy.
The PSTN are trough a Interoute SIP trunk, terminated on a Cisco CUBE-SP ASR1004.
Just floating this to hear if anyone have encountered a ,similar problem.
MOH works fine, when I put an external on hold from a IP-phone(8851).
Setting was "disabled"
Change to "mandatory" doesn't change the behavoir.
Calls work, but no MOH when calls are queued on the UCCX.
Were you able to resolve this issue? We are experiencing the exact same issue.

You have the MOH selected in the Call Control on UCCX? That should have resolved the previous issue that you posted on.

Yes, the MOH source is selected for both User and Network hold in the call control groups in UCCX. Still, no music is heard.
