I am attempting to configure a 2951 with a Cube license to go between an IP phone system (Avaya IPO) and the SIP provider. When I call in, I see call info coming into the CUBE, however it never goes beyond there. When I attempt to make an outbound call, it never hits the CUBE. Any suggestions?

Hello Mark,
Can you post part of the configuration, ie the dial-peers that describe the 4 legs of SIP Signalling (incoming/outgoing)?
Ideally you should have 2 call legs with
WAN Dial-Peer Configuration:
Inbound Dial-Peer for call legs from SP to CUBE
Outbound Dial-Peer for call legs from CUBE to SP
LAN Dial-Peer Configuration:
Inbound Dial-Peer for call legs from PBX to CUBE
Outbound Dial-Peer for call legs from PBX to CUCM

Do you have both dial-peers configured?
You have two call legs, so you will need two dial-peers for each direction (four total)
Incoming call: PSNT --(1)--> CUBE --(2)--> PBX
Outgoing call: PBX --(3)--> CUBE --(4)-->PSTN
Make you have all of them ready and try again, if you keep having troubles post the following debugs:
debug ccsip messages
debug ccsip events
debug isdn q931
