Yes, it's not responding. There is no SIP response for INVITE from ITSP.
Many ITSP doesn't support initial INVITE w/o SDP and may silently ignore it. You would like to give a try by sending initial INVITE with SDP to ITSP.

Dear Vivek,
How to do send a invite with SDP.

This can be done in call manager. Under SIP Profile, enable early offer and assign the new SIP Profile to SIP Trunk. Reset the SIP Trunk. Doing so, gateway should receive INVITE with SDP and forward it to ISP accordingly.

Were these SIP calls ever working inbound?

You are getting a timer to small error. You can try adjusting the timer a bit. I need to go back and look at the time stamps.

http://www.cisco.com/c/en/us/td/docs/ios/voice/cube/configuration/guide/vb_book/vb_book/vb_1369.html
Use that link, it goes over expiration timers. I'm assuming your 5.6 and 5.1 IP addresses are the CUBE and CUCM respectively.
