Some anonymous calls not showing correctly in 3rd party application

Some incoming calls without caller ID (anonymous) are showing incorrectly in a 3rd party application.

They show up as '00%3F%3F%3F%3F%3F%3F%3F%3F%3F'

Observant people will notice right away that %3F is the HEX value for '?'.

The double zero is added by a translation pattern that looks like: "00XXXXXXXXX".

This works fine, except for calls that are forwarded because the extension is not registered (which is by design, as we use extension mobility).

The problem will most likely go away if either, I drop the translation pattern, or don't forward calls on unregistered extensions.

Both are not an option.

To elaborate on why I add '00', this is there to allow the users to call back the number without having to edit it first.

Our national numbering plan specifies a '0' to select an external line, and also a '0' for long distance calls.

So I guess my question is, can I add the functionality I created with the '00' in another way?

A conditional adding of the '00' frefix seems unlikely.
