1. Create a partition - PT-Chicago-Calling, PT-NY-Calling

2. Associate them to Calling search spaces CSS-Chicago and CSS-NY respectively.

3. Associate the calling search spaces to the device pools

4. Under Calling party transformation whatever transformation patterns are available is affective with that device pool.

Yes you need to create separate calling party transformation patterns(in different partitions) for every device pool that exists on your CUCM. At the common route pattern 9.!, make sure you check this checkbox "Use Device Pool Calling Party Transformation CSS". This will ensure that when the route pattern is matched for outgoing calls, it will use the device pool settings(specifically 'Calling Party Transformation CSS' at the device pool should contain the partition containing the actual calling party transformation pattern) to select the calling party transformation pattern and hence the calling party number will be transformed accordingly.

Hope that answers your query.
