Subscriber fail over external incoming calls fail

We tested external incoming call to host site after taking the subscriber down and the call failed to directory number at the host site. I  have all 3 subscribers configured on the gateway preference 1 for host subscriber , preference 2 for remote subscriber,  and preference 3 for the other remote subscriber. What is  missing?

What is the connection between voice gateway and cucm nodes (sip or h323)? Have you tuned the timers? What is the pstn connection type?

Voice Gateway to CUCM h323. Not sure about tuning the timers. PSTN connection ISDN PRI.

We have a Publisher and 3 subscribers in our cluster. Location A has Publisher and Subscriber, location b has a subscriber, and location C has a subscriber. The 3 locations are connected via WAN Metro-E Network. Each location has it's own gateway connected to PSTN-PRI. Last week we had to perform maintenance at site C on the virtual host machine that the subscriber resides on. We tested calling to end device at that location externally and we could not reach the endpoint the call failed. Because we have the gateway at that location configured to failover to site A and or site B I expected the call to connect. On the gateway we have preference 1 local subscriber, Preference 2: site A subcriber, and Preference 3 site B subscriber. Is the path then go to site A to complete the call?
