Terminate Disconnecting SIP Calls

Working on a 2821 w/ a PRI to the PSTN and some SIP calls that currently all have a state of:

 

State of the call : STATE_DISCONNECTING (9)
Substate of the call : SUBSTATE_NONE (0)

 

If I issue the command "clear call voice causecode 17 id X" or called-number X the command is accepted but the call still remains if I do a "show sip calls".  I tried shutting down voice service voip and the 2 T1 controller interface but had the same results.  Is there a way to force those connections down w/o rebooting the router?  The 2821 has no registered devices as it's just used as voice gateway for CUCM.
