We have TFTP. on 1 subscriber i need add anther one which best practice to add TFTP on Publisher or Subscriber

If you only have a Publisher and Subscriber, and if you are looking for  redundancy, then activate TFTP service  on the Publisher. If you have two Subscriber, you can enable this service on a second Subscriber instead of the Publisher.

In general if you have 4 (publisher and 3 subscribers) nodes you should be good with just a single TFTP node, but if you have them split up across data centers then you can setup the pub as a TFTP and another sub in the other location as a TFTP. From there it's just a personal preference on how you would like the phones to pull down their configuration files. This is also assuming publisher isn't running CM service to register phones.
