Time issue with 7961 Phones

I have looked through the forum, but have not been able to find my issue.  The majority of time issue questions I see deal with the phones being 1 hour off the router settings, however our phone are 5 minutes slower than the router is set.  NTP is working correctly for the router, but the phones do not seem to be pulling the time from the router.  Any suggestions?  Thanks in advance.

Sorry, was going to edit my original post to add the info, but got caught up in other things.  We are running on a 2821 with mostly 7961 phones.

If NTP is actually set as you say, I think a good refresh for both the IOS and phone firmware should fix this and deliver the many new features.

My recommendation would be 15.0(1)M4.
