To forward a call using VOIP, posibble ?

i'm trying to forward if answer not call.

I worked if using full international number. 
but i'm trying if using VOIP number possible. 

i try to input the VOIP number string but when test , it fail.

That will depend on YOUR dial plan, you need to review your dial plan to determine what numbers you can dial, using which CSS, and then configure those fields accordingly.

If those are correct as per your dial plan, then you need to troubleshoot the call flow for that call with debugs and/or traces.

As per test, if i separately test each number it work
but only if i enter the voip plan here it not work.

so the dial plan is valid, but not possible it i enter here

First off the CSS selected need to have visibility of the PT used to route the call to what you reference as VoIP numbers. Secondly if this call egress out to PSTN you need to transform the number to the format required by your Telco. The format you define as VoIP is only applicable within your confined environment, your Telco does not know what that is, so you’ll have to make sure that the number sent out to PSTN is relevant to it.
