On a voicegateway in India, calls to toll free numbers are failing. Although the the telephone number in the debug is correct, I'm getting an "Unallocated/unassigned number" error from the telco. I'm running software c2900-universalk9-mz.SPA.150-1.M3.bin on the voicegateway CUCM 7.1.5.
Don't have issues with calls to normal numbers (landline, mobile).

I notice that your outgoing call is sending a type of number TON to
the service provider as NATIONAL fot this call.
Called Party Number i = 0xA1, '18001801407'
Plan:ISDN, Type:National
This may not be correct for this type of call
Can to add this piece of config below just to test

All the known India toll free numbers have 6 digits after 1800, but the one above has 7.
Are you sure the number is correct ?

Some of them do have 7 digits as the one above from Air India/Indian Airlines

After changing the config as proposed and removing isdn map address . plan isdn type national under interface Serial0/0/0:15 looks like its working.

On their website, Air India specifies that the number is tool free only from two telcos lines.
Can you try with a 6 digits number ?

The Cause code "Cause i = 0x8A81" can be broken down to:-
"8A" (Cause Code Origination Point) --- a network beyond the internetworking point.
"81" (Disconnect Cause Code) -- The switch receives the ISDN number in the correct format. However, the number does not belong to destination equipment.
Try sending all calls as Type and Plan "Unkown" and let the telco decide how to route the call.This can help in international and 11 digit dialing being done here.
