You may need to read the following discussion about TRAI Regulations

https://community.cisco.com/t5/ip-telephony-and-phones/trai-india-regulations-regarding-voip/m-p/2704100

From my experience (working with offices at Chennai, Mumbai and other) there is no issue with the example you describe

In general, there are some posts about this regulation

Thanks for your reply. Here we don't have any local offices in india.
so if its legal we will procure new internet isolated link and inform this static IP to German colleagues .they will allow this public IP into germany voice proxy server then it will register.

You need to be careful of not placing outgoing calls from this device (break out).

As long as you do not do call termination, most of the things will be legal, most of the ISP offer VoIP Services.

The basic requirement of TRAI is any kind of call routing in which a user from India establishes a call with international Mobile/Landline is illegal. This will be considered as Toll By pass. So you can have Call between IP Phone in Indai to IP Phone/Agent in Germany but you cannot have Mobile/Landline user from Germany speak to Indian User.
Please rate and mark correct if applicable

Thanks,
Haris
