I have a query - in an MRGL in CUCM 7x, where no hardware conference bridge exists, can
a Transcoder fulfill the function of Hardware Conf Bridge ?

you can include a software conference bridge in the MRGL along with a transcoder. This will help you achieve functionality of a hardware conference bridge.

To answer your question, NO.
A HW CFB can also work as an MTP, but an MTP CANNOT do the functions of a CFB.

Is it documented anywhere?. I would like a link to it. Not been able to find it.
I know a Xcoder can act like a MTP. CFB as a MTP is new to me
I would just go with pbhaduri's Suggestion (Xcoder + Software CFB).
