For a gateway do we need to have transcoding (pstn in/out)

Transcoding is related to interface meaning do we need a physical interface or Tunnel interface

For PSTN calls, no you dont need transcoding resources because the DSPs does that for you.

Transcoding is done using SCCP protocol and SCCP does not support using Tunnel interface. So you either use loopback or physical interface.
