Transfer licenses from 1 cucm cluster to another

I plan to install a new cluster CUCM 10.5 and move some licenses to the new cluster.

This new cluster will be a single site model without network access to the current ELM server.

Is there a way to move licenses between ELM servers or do I need to ask for Cisco support?
