Hello guys,
Maybe it is a silly question, I used this command on my CME 9.1 (Where CME910GUI.tar was originaly a win rar file that was converted a tar file using 7-Zip) :
archive tar /xtract tftp://172.16.14.13/CME910GUI.tar flash:
And the command worked well:
Loading CME910GUI.tar from 172.16.14.13 (via GigabitEthernet0/0): !
extracting CME 9.1.0 GUI.rar (116613 bytes)
[OK - 118272 bytes]
But, when I type show flash: result is the next:

.
.
.
251 116613 Dec 16 2013 17:24:32 +00:00 CME 9.1.0 GUI.rar
134770688 bytes available (121716736 bytes used)
I was hopping to see all individual files extracted on root flash directory, what is the reason?.. what else I need to do?

Its look like you have compressed .rar into .tar , so the file finally in .tar is "CME 9.1.0 GUI.rar"
Do one thing extract all files into a folder , then convert that folder into .tar using 7zip then upload and make sure .tar file only contains files not folders.
It will be look like this.
HQ#archive tar /xtract tftp://10.1.1.1/cme-gui-7.0.1.1.tar flash:
Loading cme-gui-7.0.1.1.tar from 10.1.1.1 (via FastEthernet0/0): !
extracting admin_user.html (3987 bytes)
extracting admin_user.js (679306 bytes)!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!
extracting CiscoLogo.gif (1029 bytes)!

Man do you have just one flash ? What is the model of router ?

This is a 2921, I dont know if only has a one memory flash, this is the hardware that it has:

Try to a 0 after this command:
archive tar /xtract tftp://172.16.14.13/CME910GUI.tar flash0:
