UC500 - 6961 transfer button non-operational, unknown reason.

I have moderate experience with telephony but I'm very comfortable in the CLI with all IOS devices. Just to put that out there to start :) Much of this system was configured via CCA.

The situation I have is a simple system with 4 POTS lines coming in to a UC540. Calls coming in on any of those lines hit a blast group. When the call is answered, the transfer button doesn't work on the 6961 phone. I've done some research and most of the troubleshooting is for inter-site transfers. The calls need to be able to be transferred to another local extension.

From what I understand, the process is that a call is received and connected. Press the transfer button which puts the call on hold, dial the extension to transfer the call to, then press the transfer button again.

When pressing the transfer button the first time nothing happens to the current call. It is not placed on hold.

Here is the setup:

Testing between two extensions, ext 20 and 24.

Button layouts are as follows on both:

1 - type:Normal ext:20(or 24) label:host mailbox:yes

transfer-system full-consult

It was originally at:

transfer-system full-consult dss

and I changed it to 

transfer-system full-blind

as a test. In both cases we had the same issue. I understand that the DSS feature wouldn't have made a difference in this case so it should have worked from that point. Since that is how it was configured in the beginning I don't think it will make a difference. I will set it back to full-consult.

Any other thoughts? I'm thinking it must have something to do with the phone limitations. Could it have something to do with the fact that the incoming call is from a POTS line? I believe internal extension calls do transfer correctly.
