Can anybody help me? The question is: can I create Directory Number without linking with IP Phone, and add mobility number to this DN?

Not sure whether i got your question or not. But you can create a dummy DN on CUCM and associate it to the remote destination profile(RDP) and configure Unified mobility. By adding mobility number to this DN, did you mean associating with an RD(remote destination)? If so, its possible.
