UCS-C24-M3 Noisy fans, no beep, no video

I have a UCS-C24-M3 that I recovered, but I can't determine if the unit is completely failed or if I need factory-reset server.

All front LEDs are green except that of the System status LED which is fixed amber but I think it is because one of the power supplies is dead (when I plug on the alim 2 I have fan errors and the server makes ramps with fans in loop / reboot).

I tried to connect the network: my switch does not detect any DHCP lease from the server

I plugged in a VGA screen: no signal

I connected keyboard/mouse: no activity

Do you have any ideas?

if fans are very noisy continuously, that can be because of main 2 reasons. 

1. at lease 1 fan module is defective

2. errors in POST due to server failure which can be motherboard failure. 

if you are not getting any display output, most possible reason is 2
