Upgrading the CIPC wont help here as the issue is not with the CIPC version but from the Microsoft side.
There's a patch from Mircosoft (Knowledgebase article ID 886809)

This hotfix fixes an issue with QOS packet planner (deinstalls it) which is the rootcause of the issue with CIPC.

Although the issue this bug talks is related to audio and your concern is that the CIPC is not registering itself so please proceed the following way :
1) Firstly upgrade the patch from microsoft.
2) If the issue is resolved its fine else collect the wireshark capture from the system as well as the CUCM just to make sure communication is there between CUCM and CIPC and if not we need to understand what is blocking the CIPC to reach the TFTP server. Packet capture will give a clear picture. Share the packet capture alonf with the IP address of system,CUCM and the TFTP server.
