Unable to upload MoH wav file

Hello,

I'm having issues with uploading wave file.  I am running CUCM 8.6.1.20000-1.  What I notice is I am able to upload the file to Sub but not to Pub.  After I upload to SUB, Pub shows the stream number but says filewas not found in specified directory.  I have restarted Voice media service and am thinking of rebooting the PUB.
