Unexplained MGCP failover

So I have an MGCP gateway that randomly fails over and shoots an RTMT alert that is loses connection however keep alives are sent and are responded to. I looked at the logs and noticed when this happens the router sends a RSIP message out only 7 seconds after the last keep alive. Keep alives have a 15 second interval and a 30 second fail over so this doesn't make sense.

4331 running Version 16.3.1

Any ideas?
