Unified Communication License

I have the Unified Communication Paper PAK for cisco 2901-2951, but how do i activate my license in my 2900 cisco router. 

I am trying to setup VOIP but when I type any voice command like "Router(config)#telephony-service", I am getting "invalid command". When I check for available licenses using(show version) sh ver command  the UC license is missing.
