How can we retrieve a voice mail message left to an Unity Connection mail box in wave file format?

you can login to the mailbox using PCA (https://servername.domain/ciscopca)
Then select Cisco Unity Inbox, select the message (to play it) but select the options drop down and save as... to save the message as a .wav file on your desktop. (see attached example)

As an alternative to the excellent suggestion above you can also enable IMAP access to the Unity Connection message store and use an IMAP client (e.g. Microsoft Outlook) to view the messages.
Yo will see the message as a wav attachment and can save it, forward it or whatever.

Do we have to turn on any services to access Cisco Personal Comm. Assistance? The admin password(s) dont seem to work.

I'm guessing that the admin accounts are set up as users without voice mail.
You may want to take a look at the Class of Service configuration.

it was the web admin password that needed to be re-associated with the user name. Somehow the system did not like it the first time.

this is a licensed feature. If you have it you need to turn it on in your COS (class of service) in unity connection. Make sure "Allow Users to Use the Cisco Unity Inbox and RSS Feeds" is checked.
In licensing, check to make sure you have Cisco Unity Inbox users "LicVMISubscribersMax" available.
if you have both of these, hit https://servername.domain/ciscopca and click on Unity Inbox.
