This can be done via RTMT. I have attached a screenshot of this freature.
To use: Open RTMT-> CallManager->Device Search->Phone->Choose Unregistered-> Also you can be more granular here by selecting certain call managers or even device types on the next page. Click finished when you have the options you would like.
