Been a while since I have touched CME but in the past it used to be as simple as upgrading your router IOS version to a compatible version and then install the new software

https://www.cisco.com/c/en/us/td/docs/voice_ip_comm/cucme/admin/configuration/manual/cmeadm/cmeinstl.html

https://www.cisco.com/c/en/us/td/docs/voice_ip_comm/cucme/requirements/guide/33matrix.html

If all you want to do is install new phones you might be away with not upgrading. Don't have the command handy but I thought there was a ephone type of a phone type that allowed you to do it as a generic  type for future release phones.
