upgrade cucm 7.1 to 9.1

From your experience

I'll upgrade cucm 7.1 on MCS to 9.1 on ucs

is there any recommended path that won't face any bugs

You can do a jump upgrade for that path, all CUCM versions have bugs, make sure to read the RNs and all related docs before the migration

Get the latest 9.1.2SU2 which fixes large number of critical bugs, though keep in mind there is no bug-free software.
