we have CUCM version 8.6.2(20000)-2 in UCS and did a cluster reboot of 1pub+ 4sub. pub and 1 sub came up.
another 3 nodes were started but the CCM and CTI services were stopped. any

Did u try restarting the services manually ?
Is this the first time u booted and problem came?

Hi Aman, yes, we tried restarting the service manually but it gives us error saying "Invalid service list" and this is fist time we do the cluster reboot

Do you have enough node licenses?
If so, you need to look at the logs, as everything else would just be a guess.

yes, we do have enough node licences. I'm collecting, CCM, CTI traces and syslog and event logs.
could you please let me know what more should i look into if any?

Start the server, wait until it stops and then look for the events in the logs and see what it complains about, there is no magic message here, you can search for "error", "exception", etc.
