User-local with devices profiles issues in CUCM 10.5

Hi everyone, thanks for reading this post

im working on a project that need to implement french language,

so i download the User local , network and phone only files for french that are compatible with my cucm version,

here is the scenarios:

i configure my device with User local, net, po = French

i configure my device profile with the same thing

now when user are logged out : the annonciator speaks french

but when users logg in : the annonciator speaks english even do it's configured on the device profile a French Userloca,net,po

any help please with this

CSCuo94742 CCM Device layer is always using English locales after EM login
