If you are not LDAP integrated then you need to build/import the end users on each cluster, if you can convert to LDAP integration then simply point to the 2 domains (assuming they are separate).

what about using the 3rd party app?

One interesting choice could be the solution from 2Ring called PHONE SERVICES.

This app can use a lot of sources for contact import into the various directories.
