very poor ping response from subscriber servers

I have a Publisher and two subscribers. When pinging the two subscribers I am getting very poor response. response times are not bad but the responses are very intermittent. They will be fine for a while and then it will drop 20 - 30 of them. Then go back and forth for a while. The publisher however, does not exhibit this same behavior when pinging it. I am currently seeing an issue where some calls are getting a delay in cutting through voice. I'm wondering if this could be part of the problem.

No, that has nothing to do, the firewall policy of cucm has ICMP rate limit, and the RTP (unless otherwise configured, which is not the default) flows directly between the endpoints, not through CUCM.

Are the subs on the same network? If not are you getting the same poor response if you ping the default GW of the other sub instead of the actual server?  Doing this will let you know if this is a networking issue or the sub performance issue.

How is the CPU utilization on the server?
