We have a location that has a 2621 router for inbound analog DID's running H323. The second router 2651XM with FXO's running MGCP for outbound calls. Can I upgrade that location with one 2811 and use MGCP for both inbound DID's and out bound FXO? Our current version of CM is 7.1.2.

Depends on which one of these cards you have I think.

of course , you can upgrade and cisco 2811 (1st generation) if this on yur stock. If you need to purchase , you have to buy a new series ( 2nd generation) 29xx.MGCP o H323 are routing protocols which are used to communicate between the PSTN and call manager. H323 will allow control for the PSTN ports ( FXO or E1) to gateway. MGCP will allow Call manager works as L3 and control the ports with itself.Please check the below link to determine if your FXO card is compatible with 2811 or not.
