voice gateway PRI local calls issue

We have a 3845 voice gateway running 12.4(13r)T

Most in/out calls work fine. We are not able to call a few local prefix's. The reason for this is our telco switch requires the 'calling number' to specify an area code. Apparently, there is an issue between the telco NI2 switch and our voice gateway in primary-ni setting. Is there an NI2 version swtich-type for Cisco voice gateway? Or, should the telco be applying the area code on their side since all calls coming from our gateway are local numbers?

Run "debug isdn q931" and see which numbers are passed off during a 7-digit dialing attempt to make sure that you really are handing off a valid number. If you are and the telco is kicking it back, that's pretty much it. You might have a number of local area codes and the telco in each state kind of makes the rule for dialing requirements.
