Voice mail on Router 4331

Hi every one, i have a issue when cant configuration voice mail on Cisco Router 4331. When i check on forums, i see cant config voice mail application on Router Cisco 4331. I must have vitual machine to deploy Cisco Unity Express. Do you have document to deploy Cisco Unity Express with  Router ISR 4331. I don't have CUCM. Please help me

You cannot have VM natively on CME. You need a CUE running on either of the following -

1. vCenter
2. UCS-E modules
3. Service Container

If you have a lot of users and can justify cost for CUC, you can use that as well.

If i user CUC, do i need a CUCM or only need CUC ?

CUC integrates with CME just fine - SIP or SCCP what ever is preferred.
