Voicemail can't forward to antoher CUCM

Hello

 

I have 3 IP Phones systems

1- NEC

2- CUCM1

3- CUCM2

the sip trunk is done like that 

NEC--->CUCM1--->CUCM2

NEC can call extensions in CUCM1

CUCM1 can call extensions in CUCM2 and NEC

CUCM2 can call extensions in CUCM1 anc NEC

 

NEC to CUCM1 with dail-pattern 5.XXX

CUCM1 to CUCM2 with dail-pattern 10.XXX

CUCM2 to CUCM1 with dail-pattern 13.XXX

CUCM1 to NEC with dial-pattern 6.XXX

 

we can't change anything in NEC since IT has no experience 

I tried a work around that NEC calls the autoattendant CTI route point 4001 and when they ask them to call the extension which should be in CUCM2 the voice mail says we can't transfer to that number

If calling from PSTN, is it working normally
PSTN--> 4001(CUCM1)--> CUCM2 extension

i solved the problem in the CUC>Restriction Tables
