Hi . We are getting some problems with VOIP call between IP phone 7821 to specifics numbers. When we change the device (from 7821 to IP Communicator for example) everything works fine.
Can you help us to understanding what's going on?

What type of problems? You cannot dial? No audio? Error message?
Use RTMTto collect the logs of the calls that are failing.

Is the phone registered to CUCM?

Hello,
Can you clarify what kind of issues you have? Have you implemented Voice Vlan on your network and if yes, is your routing correct?
You may try to connect the 7821 to a port that doesnt have VoiceVlan and check if your calls are OK
