can i connect more than one ip phone with one number?
lets say we have 3 phones in an apartment and we have let them in one number.

An IP phone can have multiple incoming numbers.

Yes.
Let's say that you have three IP phones each with different extension numbers (so that each IP phones can call each other). And let's presume that you have one voice line. You can assign all three IP phones to ring when someone calls the outside line.
This is possible. I even have this setup at home using Asterisk call server on a Raspberry Pi and Cisco IP Phones (7940, 7960, 7970, 9971).

Not a router. You need a call server that can support 400 phones.
