Hi Divine,
2800 series do not support PVDM 3:

PVDM3 modules are not supported on the existing Cisco 2800 and 3800 Series Integrated Services Routers.
You need to check with your version of 2800 (11,21,51 ?) how many PVDM2 it can takes.

You will be fine on any 2800 serie with 1 PVDM2-16 and 1 PVDM2-32
