I've been reading the instructions on how to do a Phones and Users import, but that seems geared towards new phones AND new users, not new phones for existing users, which is what I'm after.

I did a test run of the Phones and Users import with only one user and phone, and the validation fails with a "(Record Number 1) 2004 MANAGER is not a supported field" error.

Am I looking in the right direction, or should I be doing something else entirely?

Try,

BAT-> Users -> Update users. There is a sample file.

You can create a csv file with userid and MAC address in the same format as the sample file I attached.
