when user call internal number, get busy tone all the time

I have a problem with busy tone, some of my users try to call one internal phone, it gets the busy tone right away. the configuration will post below

I have no idea how to troubleshoot this problem, Please Help!!!!!

Extension #10 and #11 is the same (104), that could be a problem.

More information is needed, but you should check that you do not have duplicate extensions and that all the extensions are assigned to the correct phones.

I'm assuming all the communication is local, but if they are not, you will need to consider call routing also (dial-peer and/or SIP trunks)

I assisted 2 ephone-dn for this phone, it works now, but the thing is it should work with one ephone-dn, and even the dn 11 is deleted, it still on busy tone. If you need anything, please let me know I can provide all the information, Thank you for helping
