ipv6 icmp rate limiting

I would like to know that what is the use of ipc6 icmp rate limiting & how it works ?

how we can config this one , Like i want to limit 15 msg per second then how i will config  ?

One of the ways of rate limiting ICMPv6 is via:

Do you mean to rate limit to/from the box or though the box.

Please be careful when rate limiting ICMPv6 in your network, not to impact ND/RA/packet-to-big (etc) messages.
