this sounds like an issue with Apple Push Notifications. Have you gone through this guide to implement it?
Please also consult this document for further information regarding required CUCM, IM&P and Expressway versions:

Thanks for your support
The new Iden Trust certificate was uploaded to cucm,
so I thought it would naturally play its role,
but Tomcat, Noti, etc I didn't redo many services.
It seems that the ASPN server failed to send a notification.
As a result of checking after the service re-execution operation, it was confirmed that the jabber call was received in Sleep mode.
