How to put "no shutdown" on interface ?

Hi, experts

I am writing code for customer PoC, before apply service order, config is as follows.

interface GigabitEthernet0/0/0/4

shutdown

After service order is applied , config will be as follows.

interface GigabitEthernet0/0/0/2

vrf vpn-2

ipv4 address 192.168.3.1 255.255.255.0

no shutdown <‹‹ how to put ³no shutdown² ??

The template this part is:

<interface xmlns="http://tail-f.com/ned/cisco-ios-xr" tags="merge">

            <GigabitEthernet>

<!--

when="{starts-with(/endpoint/pe-interface,'GigabitEthernet')}"> -->

              <id>{$PE_INTERFACE_NUM}</id>

<!--            <description>Link to {/ce-l-device} -

{/ce-l-interface-w}</description> -->

              <ipv4>

                <address>

                  <ip>{$LINK_PE_ADR}</ip>

                  <mask>{$LINK_MASK}</mask>

                </address>

              </ipv4>

              <vrf>{/name}</vrf>

            </GigabitEthernet>

        </interface>

³no shut² means , deleting leaf ³shutdown", but how to include delete portion into this template ??
