Call manager AXL CNF giving unexpected number of changes

We have a client application that relies on AXL Change notification feature to sync the changes done directly on Call manager. It used work find but recently we noticed that it has stopped working because of the huge amount of change found in the CNF cache. The number of changes that we see in the cache sometimes goes beyond 2 million rows in just 24 hours. These doesn't seems to be legitimate changes as business users are doing a handful of changes on daily basis. All the change found are same wrt entity, changetype and action performed. No clue of what is happening. the AD sync is configured for every 6 hours and there are no changes in the AD records. Any help on this will be much appreciated.
