com.cisco.ccm.gaxl.api.current.AXLError_Exception: AXL Change Notification is not started

I m facing the following problem when querying listChange from AXL Server.

<soap:Body><soap:Fault><faultcode>soap:Server</faultcode><faultstring>com.cisco.ccm.gaxl.api.current.AXLError_Exception: AXL Change Notification is not started; enable AXL Change Notification in Enterprise Parameters.</faultstring></soap:Fault></soap:Body>

I tried to go into "Enterprise Parameters", everything is ON but still I see this.

I went ahead and again off/on the option that trigger it working. quite strange..

I am having same problem. Which setting did you turn it on from Enterprise Parameters?
