The AXLSoap.xsd file for 10.5 does not validate for listUser. AXL 10.5 listUser BUG REPORT
The following are the validation errors.
Validation Error:
Element 'TelephoneNumber': This element is not expected. Expected is one of ( telephoneNumber, title, mobileNumber, homeNumber, pagerNumber, selfService, calendarPresence, ldapDirectoryName, userIdentity, accountType ).
(This can be fixed by fixing changing in the xsd file to 'TelephoneNumber' to 'telephoneNumber')
Validation Error:
Element 'mailid': This element is not expected. Expected is one of ( selfService, calendarPresence, ldapDirectoryName, userIdentity, accountType, authenticationType ).
(These will happen one after another pointing to one field after another, the solution is to change the order in the xsd file in the correct order, I will attach a picture of a before and after file of what those changes look like)

I am unsure on how many other sandbox environments so far have an issue with this listUser method.
