ASR-920 hardware port configuration

I'm in the process of building a Metro Access spec using the ASR-920-12CZ-A 

The licensing provides for 12 GE and 4 10GE  ports   

We want to use a mix of Copper and Fiber for the 1GE ports 

On the 12CZ-A there are also 8 ports copper, fixed, it seems 

Can anyone offer clarification if the 8 fixed ports are usable with or without the license? 

Also can anyone help with the question of whether 1 GE SFP's can be used on the 12 1GE ports ?  - The Data sheet just appears to omit refernce top this and the x8  fixed copper ports, which clashes with the comparision matrix which does reference these ports.

This implies it has both, unless I'm missing something :

The first 6 1Gports (4sfp and 2 combo) are the only ones available without the license. Interesting thing is you can use 2x 10G ports in 1G mode without the license, just plug in 1G SFP, never tried it but read that these are dual rate ports.
