Need help to shape ME 3400

I've been through several documentation and discusstion on this forum. I can control my traffic but it's not in a good shape. I want to give it a good shape like my attachemt image. Please provide me step-by-step guide so that I can provide a good service to our customer. I prefer per-Port traffic control.

I want to shape both input and output traffic

I've already tried with the following configuration to shape outbound traffic for 1mbps link. But it is fluctuating between 700kbps to 850kbps.

policy-map download

class class-default

    shape average 1000000

Core-sw1(config)#interface GigabitEthernet0/1

Core-sw1(config-if)#service-policy output download
