What is the Routing Throttle Q (CPU queue 17)

Hi all,

 

we've a Carrier-Network, which many Customers on it. (Access -> ASR920 and ME3600X, MPLS-Network)

What I'm seeing in the CPU Queue 17 are Exceeded-Pakets, on all Routers with Customer on it. This Queue is called Routing Throttle Q.

The Output from one Queue:

sh platform qos policer cpu 17 0

Policer conform: 12694458 (packets) 1266152846 (bytes)
Policer exceed: 115747 (packets) 7362551 (bytes)
RM Drops: 0 (packets) 0 (bytes)

So my question:

From where do the Policer exceed-Pkts come? Which Pkts are falling into this CPU Queue?
